Issue:
When the DisplayPort monitor is powered off and then powered back on (either
manually or via monitor sleep), the display does not recover.

The session remains active (SSH access works), but the display stays black
permanently.

Restarting SDDM restores the login screen, but restarting only KWin via:

    systemctl --user restart plasma-kwin_wayland.service

results in complete loss of display output and does not recover.

Only terminating the entire user session or rebooting restores functionality.

Important comparison:
The issue does NOT occur under Plasma (X11). X11 recovers correctly after
monitor power cycle.

Reproduction Steps:
1. Log into Plasma Wayland.
2. Ensure HDR is enabled.
3. Power off monitor (or allow monitor sleep).
4. Power monitor back on.
5. Display remains black permanently.

Expected Result:
Display should reattach and session should recover automatically.

Actual Result:
Display is permanently lost until session is terminated.

Notes:
This appears to be a DRM hotplug / connector re-acquisition failure under
Wayland with NVIDIA proprietary driver.
