Steps to reproduce:
1. Enable the screen reader with Alt+Super+S or by checking the "Screen Reader"
option in System Settings.
2. Try to disable it again with Alt+Super+S or by unchecking the "Screen
Reader" option in System Settings → Accessibility.
Actual result:
Orca cannot be disabled. Pressing Alt+Super+S or unchecking the option causes
the screen reader to be activated again. This behavior occurs not only inside
System Settings but also when using the desktop normally.
Expected result:
It should be possible to disable Orca by pressing Alt+Super+S, and when the
"Screen Reader" checkbox is unchecked, Orca should remain disabled across the
entire Plasma session.
