You can set it via the command 'kcmshell6 kcm_qtquicksettings'. If you look at WM's video attachment you can also see the taskbar tray icon that indicates that plasma is running in software mode(the gpu with a yellow question mark). When I set my backend to Vulkan or OpenGL previews work as expected. Set it to Software, both previews are gray exactly as the video shows. Presumably WM's plasma shell just crashed at some point, which can temporarily set the backend to software mode. I know this too well since my plasma shell has been crashing multiple times a day for the past 6 months.
