STEPS TO REPRODUCE
Shake a wobbly window a lot close to a "Dodge Windows" Panel.
OBSERVED RESULT
The Panel randomly fails to dodge the wobbly window.
EXPECTED RESULT
The Panel should dodge wobbly windows consistently.
