I'm going to take an L for this one unless someone can confirm this isn't in
your extensions: Plasma Integrations. This does a few things, one of them is it
bypasses the mediakey setting entirely. Once that extension was disabled,
expected functionality returned.

If no one else can confirm on their end and they've checked for this particular
or similar extensions,  I think it's fair to close it.
