Here's what the taskbar looks like

SUMMARY
With a centered panel and Icons-and-Text Task Manager: opening or closing apps
causes the panel to jitter in size in a buggy looking way, and sometimes it
will "stick" off center. It also jitters when a new system tray icon appears
but this is harder to notice.

STEPS TO REPRODUCE
1. Arrange a panel so that it has a Icons-and-Text Task Manager widget and "Fit
Content" width and Center Alignment in it's settings.
2. Open or close any app.

OBSERVED RESULT
The panel jitters before adjusting to it's new length, and sometimes will shift
to the left.

EXPECTED RESULT
The panel should instantly change it's size a single time (or ideally, it would
look good with an animation) and never go off center.
