Unfortunately, those tools often produce plausible but slightly incorrect responses. Although that Krita doesn't support JPEG is at least blatantly incorrect. That the tool options aren't visible default is a bit unfortunate if you're unfamiliar with the program and being unable to find a docker is a common point of frustration for beginners. I'd like to see the default changed, but opinions on what the default layout should look like varies wildly on what people want to do, so it's a waterbed problem where pushing problems down on one place makes them come up in another. It is not a bug anyway, the design is intended. That View → Show Reference Images is disabled by default is incorrect. You may have accidentally disabled it along the way while looking for reference-related options. So that is also not a bug. For feature requests or support with Krita, the forum at https://krita-artists.org/ is a better place, since there other users will also be able to discuss the matter.
