SUMMARY

When I set my keyboard layout to any Korean, Japanese, or Chinese layout, it
doesn't change typing. When I press Preview for any of these, the X Keyboard
Preview appears and confirms that it's all just English keyboards.

STEPS TO REPRODUCE
1. Add a keyboard layout
2. Select an East-Asian locale (Korean, Chinese, Japanese)
3. Select any keyboard layout
4. Select Preview

OBSERVED RESULT
5. The previewed layout is just ASCII English
6. Applying that layout makes the keyboard type as an ASCII English keyboard

EXPECTED RESULT
5. The previewed layout is the one selected
6. Applying that layout makes the keyboard type as the one applied
