screencast illustrating the popup behavior

To reproduce, one needs to activate the following setting

Configuration -> View -> General -> Miscellaneous -> Show item information on
hover

In short, the popup anchored to the hovered item will always be placed
vertically below the hovered item. The bug, is to place it vertically above the
hovered item if there is not enough space on the screen to fit it in a way that
it doesn't obscure the item itself.

This, however, *is the standard behavior for all popup menus in KDE*, as far as
I can see, so not sure if this is a bug and/or if this should rather be
reported to wherever this default popup behavior is implemented.

I attached a screencast to make it clear and also to show that it is the same
behavior as for the dropdown menu.
