This was removed as the Icon widget looks similar to an actual file, but isn't
one and behaves differently - it can cover other files, does not show up in the
Desktop folder in Dolphin, has a different context menu, are not affected when
the user changes desktop icon display settings, can't be rubberband-selected
like other files, and many other inconsistencies. In almost all cases, it's
better to just have the drop create a regular file (using "Copy" or "Link")
rather than create an Icon widget.

Icon widgets will still be created when using the Desktop layout (instead of
Folder View layout), where there are only widgets and no files directly.

If you really need an Icon widget on Folder View layout for some reason, you
can create one by dragging it to the panel (but not on the task manager, where
it will pin the app instead), then from the panel to the desktop.
