Hi John, I feel your frustration. I've been tracking this closely too, and I
have some "cross-distro" evidence that might help the developers.

I actually just switched back from Debian to openSUSE Tumbleweed, and I can
confirm that the issue persists here on Plasma 6.6.4. Even with a fresh
installation and the "Automatic" settings active, the system discovered a 1.2
GiB update (548 packages) but the autonomous process (the Green Shield) never
triggered.

This really points to a regression in Plasma's core logic rather than a
distribution-specific problem. I'm adding my updated system info below to show
that this is still happening in the latest releases.

System Information (Updated):
 - OS: openSUSE Tumbleweed (20260509)
 - KDE Plasma Version: 6.6.4
 - KDE Frameworks Version: 6.22.0
 - Kernel Version: 7.0.5-1-default
