DESCRIPTION
After opening and closing calendar, it won't open a second time. The "opened"
highlight is shown like the panel popup is open, but it is not. This one is the
most reproducable, though I had the same thing happen to the application launch
(just not after only one try). 
Restarting plasmashell fixes it temporarily.

STEPS TO REPRODUCE
1. Click calendar widget in the taskbar to open its popup.
2. Close the popup by clicking the same button again (or escape)
3. Try to open any panel popup again

OBSERVED RESULT
No popup opens. The clicked button shows a persistent highlight 
as if a popup is already open. All panel popups are blocked until 
plasmashell is restarted.

EXPECTED RESULT
The popup opens normally on subsequent clicks.

Issue is reproducible every time with the exact steps above.
