STEPS TO REPRODUCE
1. Have a non-english keyboard.
2. Go to the keyboard menu.
OBSERVED RESULT
The Layout Picker button is way too discreet for its own good, the user is
greeted by settings on top, and a huge empty space (the Layout List), there's
nothing that recommends clicking on "Add..."
EXPECTED RESULT
It would encourage the user to see and pick a layout if the system guessed
based on the user's region what keyboard layout they likely use, and displayed
the recommendation directly on the Layout List, so no user can miss it.
