I came from about the same bug ticket (Bug 516263) and there's some progress about this bug. It's related to how nested context menu interacts with Dolphin, so if you pop up the dialog using Ctrl+Shift+N the bug doesn't occur. It seems like it's more of a KWin compositor problem as there's many other apps with nested context menus showing the same behavior. (new folder dialog from desktop, Ark extract menu with password, sort menu in KDE menu editor, etc) They sometimes work, sometimes don't. Something fun I found about it: if your desktop's new folder dialog is working, then the Dolphin's new folder dialog won't work AND vice versa. Try this with a real hardware and a KDE neon live CD. This bug also happens when you copy files around different windows (Bug 519770) and it was quite annoying for me, so I eventually made a workaround KWin extension that re-arms the clipboard item after every context menu popup.
