Thanks for checking. In the screen recording.
The overlay is difficult to read because its text is on top of the text of
System Settings, but I do see the OpenGL FPS regularly show values over 120
even when scrolling rapidly up and down through categories, at first

I see these drops:
25 fps after clicking on Bluetooth, and then Quick Settings (this is normal,
there isn't any animation happening after the page loads)
11fps when clicking on About This System (this is normal, there isn't any
animation happening after the page loads)

I saw it dip to 16 when scrolling down again through the categories, but I
didn't notice any lagginess, possibly due to the compression on the video.

I'm not sure there's really a bug here as far as FPS is concerned. I don't
really notice the animations being laggy. Frames per second isn't really a
great measurement when no movement is happening because there aren't any new
frames to draw.

I'll leave this open so others can try to reproduce.
