Thanks for checking. But actually I'm not talking about this low fps. When the page is static, it does not refresh, it's just expected behavior. Just focus on the fps when keeping scrolling. Before clicking "Colors & Themes", max fps when keep scrolling is around 120 on my side (refresh rate is 165hz). After entering "Colors & Themes" once, when scrolling, fps can reach refresh rate 165.
