Vlad, I very greatly appreciate your observations, but could you provide
instructions for those of us who are not KDE developers and not steeped in
terminology?  (I do not know what is meant by "run natively on Wayland".)  That
is, are there step-by-step instructions on how to download/acquire emacs, or
environmental variables to set, in order to run emacs in both X11 and Wayland
so it doesn't have these window border motion issues?  I'm the guy who reported
this bug, and I've now seen it first as a problem and then seen it as fixed
while others still see it as a problem, and I have no clue why it worked for me
last time I was using Wayland.  I would greatly appreciate knowing how to
either set up the software or my system to avoid the issue.
