Summary: When a full screen application (eg mpv or a steam
game) is open on my primary monitor that the taskbar
is on and I am focused on a window on another monitor,
I have to press the meta key three time in quick
succession for the application launcher to open.

DESCRIPTION
Ever since updating to the latest Ubuntu version and Plasma 6.64 in the process
I have had this issue, I can't find any relevant settings anywhere. Focus
stealing is set to none.
STEPS TO REPRODUCE
1. Open a full screen application on the monitor that the taskbar is on, don't
have any other windows on top of it.
2. Open and then click on a window on another monitor a few times.
3. Press the meta key to open the application launcher
OBSERVED RESULT
Nothing happens unless you press three times in quick succession
EXPECTED RESULT
The application launcher opens above the fullscreen application on the first
press (this is how it worked before updating).
SOFTWARE/OS VERSIONS
Operating System (available in the Info Center app, or by running `kinfo` in a
terminal window): Kubuntu 26.04 LTS
KDE Plasma Version: 6.6.4
KDE Frameworks Version: 6.24.0
Qt Version: 6.10.2
Applications tested are multiple steam games running via proton, and MPV, as
well as full-screened YouTube videos in firefox.
