On the surface, it *sounds* as if it could be a user issue or a confusion or a
mistake, but I checked it (once to get the exact steps to reproduce and twice
in different versions to be extra sure it's reproducible this exact way every
time) and there is clearly something wrong going on, the system of remembering
the tool per view seems to break in a particular situation.

I will be attaching two documents.
Steps to reproduce in Krita 5.3.2 and 5.3.1 (therefore it's not related to the
layers docker issue in 5.3.2.). Follow them closely:
1. Open Document A.
2. Open Document B.
3. Switch to Document A.
4. In Document A, make sure the Select Shapes Tool is selected. It is
consistent with the current layer being vector layer.
5. Switch to Document B.
6. In Document B, make sure the Freehand Brush Tool is selected. It is
consistent with the current layer being paint layer.
7. Switch to Document A. You can see that now Freehand Brush Tool is selected.
That's inconsistent with the current layer. You might think that it's because
Krita just used the last used tool in Krita altogether, but...
8. Switch to Document B. You can see that now the Select Shapes Tool is
selected. Again, inconsistent with the current layer and with the last used
tool.
9. You can switch multiple times between documents and it will stay that way.

Usually, it would remember the tool per view. Here it might be interfering with
the system that sets the Freehand vs Select Shapes depending on the layer type,
but even that is working the exact opposite than it should (and regardless, it
should only work this way when you open the document, not afterwards, where it
should just keep what the user was using).
