https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/1355
kickeractions allows to specify a list of .desktop files
for which this action will be displayed by `X-KDE-OnlyForAppIds`,
but it does not allow to specify a reverse list
for which this action should not be displayed.
So, need `X-KDE-ExcludeAppIds` variable for this situation.
