Yes, I think that is the correct way to put it. PS: For testing purposes, I also tried out the microphone on a different machine that has Windows 11. Interestingly enough, the microphone there, regardless whether it is set to 10% or 100%, has the exact same volume level. It hovers around -30 db, which is what I can see on my Linux computer by default, after booting. I also tried to reduce the volume input slider in the Audio Volume tray in my KDE desktop, and going to 10% or 20% or whatever percent adjusts the input gain correctly.
