Windows locale changes after installation is very complicated. 
There are many options hidden in legacy panels affecting each aspect of a
locale. 
It cannot be done by changing just one option. 

The language for current user might have been changed, but not the system's,
and most likely not the codepage, unit, etc.

I recommend you visit: 
https://www.microsoft.com/en-us/software-download/windows11
Download the Media Creation Tool (in Create Windows 11 Installation Media
section)
Choose 中文 (简体) or 中文 (繁体) when selecting the installation media language.
These are always listed in the last two positions.

Only in this way you can test another Windows locale properly.
