Windows locale changes after installation is very complicated. There are many options hidden in legacy panels affecting each aspect of a locale. It cannot be done by changing just one option. The language for current user might have been changed, but not the system's, and most likely not the codepage, unit, etc. I recommend you visit: https://www.microsoft.com/en-us/software-download/windows11 Download the Media Creation Tool (in Create Windows 11 Installation Media section) Choose 中文 (简体) or 中文 (繁体) when selecting the installation media language.
