Sounds pretty bad. :( It's this reason why I'm quite fond of OSs with
transactional/atomic update processes these days, where a bad upgrade can
simply be rolled back. You can get a lot of the same thing with Btrfs snapshots
of your system volume, though to my knowledge Fedora doesn't set these up by
default. Would be good to look into doing that once you've managed to recover
from this situation.

It's possible the DisplayLink USB monitor is be part of the problem; support
for these is provided by out-of-tree kernel modules and they're known to be
pretty unstable TBH. Is kwin_wayland the process that crashes when you plug it
in?

We can focus on that here; the rest of the "omg my system is broken!" type
issues could be indicative of a failed update or something. Chrome not using
the right keyboard layout in particular seems very weird.

CCing Neal in case he knows of any other similar reports on Fedora.
