Mockup of how the Keyboard page could present options for holding down a key

DESCRIPTION
Since the "Show popup when holding a key" setting now affects both physical and
virtual keyboard usage, it would be helpful to have that option visible on the
main Keyboard page - perhaps as a radio button with the "Key repeat" option,
since conceptually they're mutually exclusive (currently, both default to
enabled, and the accents popup "wins" over key repeat)?
