It is pertinent to games, and I'd add film and television, for the same reason they are full screen, because the user wishes to focus on it without interacting with the rest of the system, in particular the brightness keys. Games and media are sensitive to contrast, in combination with the user's preferred brightness for the particular place, time and content. Does it happen only with mpv, or also with > different video players? It happens in particular when a battery-saving power mode is applied with power-profiles-daemon/tuned. I think it is the worst with mpv, but I've seen it happen with Firefox too. If it happens again, I'll see if I can get a more concise reproducer for you.
