DESCRIPTION
Updating neon user to 6.7 showed a dependency definition incompatible with a
necessary package for system that uses dracut (the drop-in replacement of
initiramfs that allows use of TPM chips).
STEPS TO REPRODUCE
1. installed system has dracut used and configured properly, initramfs is hence
uninstalled
2. update to Plasma 6.7 (neon-common 4+p24.04+vrelease+git20260619.0529, depend
on brltty-speechd 6.6-4ubuntu5, depends on initramfs-tools (>= 0.40ubuntu30) =>
removes dracut.
3. system resolver tries to remove the existing dracut package to reinstall
initramfs.
OBSERVED RESULT
Reinstall initramfs
EXPECTED RESULT
Keeps dracut in place
