IIRC this was intentional - if you open the panel configuration directly, then
closing it should also leave edit mode, as you did not enter it intentionally
and so having to exit it manually would just be an additional unnecessary
bother - closing the panel configurator should be enough. (In principle, users
could exit from the desktop bar, as you say, but the natural way of interacting
with the panel configurator is the panel configurator itself, and having to go
somewhere else is quite unintuitive.) On the other hand, if you were in edit
mode and show the panel config from there, closing the configurator should not
exit edit mode - the user intentionally entered that mode, may be in the middle
of configuring multiple panels and/or desktop widgets, so we should return the
user to that state.

And if they behave differently depending on the usage context, they should
probably have different labels.
