Actually, I think I need to update the reproduce steps for Konsole. For step no.2, ensure you are opening either Firefox or Zen where the taskbar becomes or is a non-floating state, since that is where I am generally noticing the issue with my hardware and monitor. Alt tabbing into Firefox from another application while it is full screen seems to also cause the issue for me at least in that particular area (around bottom right), as well as for Dolphin (when alt tabbing from Zen or Firefox), and between each other (alt tabbing from Firefox to Zen or Zen to Firefox) for now from what I am able to test.
