DESCRIPTION
The Global Menu widget with too many category entries pushes away widgets to
the right of it, breaking workflows. If you have widgets to the right of the
Global Menu, they may be moved out of the panel's visible area thus becoming
inaccessible unless another applications. If you can't create or find a demo to
test the reproduction of this bug, you can also fill the left side of the panel
with some items and then opening the application that has many Global Menu
category entries.
STEPS TO REPRODUCE
1. Put widgets to the right of a Global Menu widget
2. Open an app with enough Global Menu category entries to trigger this bug. It
should be considered triggered when the other widgets on the panels start
moving because of the categories taking so much space
3. Observe the bug
You can, for example, fill roughly 1/3 of a panel with random widgets. Add a
Global Menu widget after that. Make a spacer. At the right end of the panel
fill it with another 1/3 of widgets. Open an application with a lot of Global
Menu category entries. QGIS Desktop is a good example, having 14 Global Menu
category entries. You will notice that the widgets on the right side of the
panel get moved outside of a visible area.
OBSERVED RESULT
Too many Global Menu categories pushes away other widgets.
EXPECTED RESULT
Too many Global Menu categories shouldn't push away other widgets. My proposed
solution would be to move the rest of the entries in an overflow menu when so
much space is being used that pushing away other widgets starts happening. The
icon used for "Use single button for application menu" Appearance option in the
widget should be used for the overflow menu's entries.

ADDITIONAL INFORMATION
I am fairly sure this issue has existed for many versions and is not
packaging-dependent. This bug can cause certain workflows to be unusable due to
widgets being moved to a nonusable area so I marked it as a bug of normal
priority.
