As you've observed, this is a new feature, and it can be disabled if you don't
like it. Looks like you found the way to do so.

The whole Plasma Virtual Keyboard feature (which includes this long-press popup
as of Plasma 6.7) is actually disabled by default in KDE code, but Fedora KDE
turns it on by default, so that's why you started to see the popup when you
upgraded to Plasma 6.7.

As such, there is no bug here. :) Just a series of behaviors that are expected
from the perspective of both KDE and Fedora. :)
