Looks like you found the way to do so. The whole Plasma Virtual Keyboard feature (which includes this long-press popup as of Plasma 6.7) is actually disabled by default in KDE code, but Fedora KDE turns it on by default, so that's why you started to see the popup when you upgraded to Plasma 6.7.
