DESCRIPTION
I just tried to set my account picture on a freshly installed system (new root,
old home and boot).
After I clicked "apply" I got an error: "There was an error while saving
changes" and in the logs it reads:
`org.kde.kcm_users: "org.freedesktop.Accounts.Error.Failed" "creating temporary
icon file failed: Read-only file system"`
I don't have a read-only file system and none of my disks are full or failing.

STEPS TO REPRODUCE
1. Choose a new image the current account
2. Click apply

OBSERVED RESULT
A warning appears as a red banner from the top in the systemsetting: "There was
an error while saving changes"
At the same time, a log message appears: `org.kde.kcm_users:
"org.freedesktop.Accounts.Error.Failed" "creating temporary icon file failed:
Read-only file system"`
The preview disappears as well.

EXPECTED RESULT
The icon of the account gets changed.
