DESCRIPTION
When taking a rectangular screenshot, there is a certain range of pixel offset
from the top that can make the markup tool options appear partially or
completely offscreen.
OBSERVED RESULT
Markup tool options appear offscreen
EXPECTED RESULT
Markup tool options always appear completely visible
