DESCRIPTION
Plasma panel with Oxygen style selected is displayed only in (top) half. Any
settings change (width, height, position, visibility) doesn't affect this.
Invisible part is still treated as panel by kwin - maximized windows left empty
stripe between window and visible top half panel part.
STEPS TO REPRODUCE
1. Select panel style to Oxygen

Half of panel displayed
EXPECTED RESULT
Full panel displayed

ADDITIONAL INFORMATION
I have same result on two separated machine, and I know about at least one
other person having same problem.
