If you're using it on a vertical panel as in the screen shot, you're
constrained how big you can make the text by the panel width. This is also
indicated in the widget with the helper text "Note: : size may be reduced if
the panel is not thick enough."

I suspect this is the case here, and it gets bigger if you select 24 hour
because "21:59" is shorter than "9:59 PM", so there is a bit more horizontal
space which allows the use of a slightly larger font size. It seems like there
is a fair bit of unused space on the sides; I suspect that that there is a
Margins Separator widget in play, which forces a few pixels of padding.

Otherwise, I can't reproduce the issue: the font seems to be applied correctly
no matter the time display format, as long as there is enough space to fit the
requested font size. If there is not, it is reduced in size until it fits.
