Apps like Discord "restore" their last position or choose any random-ish
placement themselves. This is just a general problem with X11, there's no
general solution without breaking apps. It's one of the reasons for why Wayland
apps aren't allowed to position their windows.

You can work around it with a window rule to ignore the requested geometry for
the applications that annoy you.

Are you certain they follow the cursor to either output, and these apps didn't
just have the "correct" position saved? Unless Gnome ignores the position
requested by X11 apps, which I doubt, I don't know how they could avoid this
app behavior.
