DESCRIPTION

Filing as "general" because I'm not really sure which component should be
assigned this too.

Some time ago (I even think it was in Plasma 5 time) KDE reworked the regional
settings, giving us users much less granularity on which to specify the
regional setting.

I live in Asunción, Paraguay, and I wish to have a 24-hour clock and a week
starting on Sundays.
Well, if I want a week  starting on Sundays, I can choose the American English
locale, but then I'm stuck with a 12-hour clock.
If I want a 24-hour clock, I'm stuck with a week starting in Mondays, which is
highly inconvenient to me.

I respectfully request to be added a way to specify that week starts on Sundays
/ Mondays regardless of locale, so this functionality, which was present in
previous Plasma versions, could be restored.
