DESCRIPTION
This is something related to accessibility, and hence I have marked it as a
major severity issue.
I know that the lock screen needs to be secure, so normal windows are blocked
from appearing over it. But in some cases, third-party accessibility tools
bearing custom UIs need to be shown over the lock screen.
I think the best way to solve it is to have a Kwin rule or a permission-based
system which can allow an application to appear over the lock screen. That way,
only the applications that are explicitly allowed by the user will be shown
over the lock screen.

Allowing arbitrary windows over the lock screen is just a suggestion. The main
requirement is to have some custom UI shown on the lock screen. There can be
other ways to tackle the requirement.
