DESCRIPTION
While the homescreen correctly uses LC_TIME to format the date, the home
overlay does not.
STEPS TO REPRODUCE
1. Generate a locale and set LC_TIME to it.
2. Open the home overlay
OBSERVED RESULT
The date and time in the overlay doesn't follow the format set in LC_TIME.
EXPECTED RESULT
The date and time in the overlay follows the format set in LC_TIME.
