Ok, hopefully somebody checks this bug report out because I think I found out
the real cause of the performance drop with OpenGL ES.

It's triggered by panel auto-hide and the panel dodge window effect.

After setting the panel back to the always-visible setting, the extreme
lagginess whenever applications are covering the panel goes away.

But I also noticed after turning off these effects, the overview effect also
has a render usage issue as well. If you open glxgears, then open the overview,
the render usage goes from a normal 10% usage with glxgears running on the
desktop to 100% when the overview is opened. This same thing happens with games
of any quality; the same with videos of any quality, it can be the lowest
quality video, and the overview for some reason goes to 100% usage.

There's something seriously strange going on.
