I cannot seem to reproduce the issue.

How I attempted to reproduce (starting from having an audio output selected and
connected and a bluetooth device paired but disconnected):

Scenario #1

1. Connect the bluetooth device.
2. Switch it using the audio widget.
3. Use the audio control keys.

Result: only the bluetooth device is changed (audio cues come from the
bluetooth device).

Scenario #2

1. Connect the bluetooth device.
2. Switch the output to the bluetooth device using the audio widget.
3. Disconnect the bluetooth device (an existing device is automatically set as
the primary output).
4. Connect the bluetooth device again (the bluetooth device  is automatically
set as the primary output)).
5. Use the audio control keys.

Result: only the bluetooth device is changed (audio cues come from the
bluetooth device).

Scenario #3

1. Connect the bluetooth device.
2. Switch the output to another audio device (analog audio) using the audio
widget.
3. Disconnect the bluetooth device (no change happens automatically).
4. Connect the bluetooth device (no change happens automatically).
5. Use the audio control keys.

Result: the audio of the analog audio output is changed (audio cues come from
the speakers).
