minimized reproducer c++ file

Minimized example c++ file that can be compiled with `-DFORCE_INLINE` or
`-DFORCE_NOINLINE` to toggle the inline behavior. Compile with e.g. `gcc
-std=c++17 -O2 -g3 -gdwarf-4 -fno-omit-frame-pointer -Wall -Wextra -Wpedantic
-DFORCE_INLINE -o inline reproducer.cpp` and run `valgrind --tool=memcheck
--gen-suppressions=all inline` to see the error. 

The provided Makefile in another target has a `make compare-suppression` target
to do the build both ways and compare the generated suppressions: the inline
build uses the non-mangled name, the non-inline version uses the mangled name.
The `make verify-dwarf` target compares the DW_AT values associated so you can
verify that DW_AT_linkage_name is present (and mangled) but is not being
chosen, instead DW_AT_name (unmangled) is used.
