If I translate kde/plasma subversion simply is a "must have".

As far a I know I agree with that. It's not lokalize that needs subversion but
it are the translators who use lokalize.
They must remember to do a "svn up" to bring the strings-to-be-translated up to
date. It is important that you work with up to date source material.
