All the animation effects that cause the cursor to lag are the magic lamp
effect, the sliding pop-ups effect, and the sliding effect for virtual desktop
switching.

For some reason the new slide effect for notifications in plasma doesn't cause
any cursor lag at all.

If you disable sliding popups in the animation setting, that makes it so Kicker
and other popups in the panel use fade instead, and setting virtual desktop
switching to use fade instead of slide. Doing all this completely eliminates
the cursor lag when under load during while these effects are playing.

Something about these effects is causing issues with the hardware cursor, but
it's strange that it doesn't happen with the new notification slide effect.
Maybe something different is being done there?.
