payee list, filtered to show only unused.

DESCRIPTION
When filtering to show unused payees in 5.2.2, a number of payees, of the form
"Unknown payee 'P######" are listed. Deleting them seems to work. But after
saving and reloading the file, they reappear. Opening the same file in 5.1.3
does not display these

STEPS TO REPRODUCE
1. View list of unused Payees in 5.2.2. If these odd payees show, delete them
and save
2. Close and reopen


OBSERVED RESULT
Payees are back

EXPECTED RESULT
Not sure why they are there at all. But I would expect them to go away after
being deleted
