STEPS TO REPRODUCE
1. Go to Editing Mode.
2. Clone the Panel.
3. Delete the cloned Panel.
OBSERVED RESULT
The Editing Mode settings does not reappear despite going back to its original
single Panel state.
EXPECTED RESULT
Show the Editing Mode setting when there's only one Panel.
