We'll need to see what events kwin sees from your mouse to investigate. Open KRunner and search for KWin Debug Console. Open it and go to the Input Events tab. Then click each mouse button, and use the mous wheel, and see if those events are logged. Also let us know if you get more than one event per click / event.
