Actual Kwin forces scaling mode to None on every modeset when a custom
resolution is used in an external monitor. This makes GPU scaling unavailable
for non-native modes leaving the display to scale (often badly in custom
modes).

GPU Scaling in this case can be done already using the env var
KWIN_DRM_FORCE_SCALING_MODE but it's not documented and also affects all the
connections.
