I guess it's possible that this window somehow gets maximized, and thus the whole desktop could become inaccessible. Though it's hard to test, as the hidden window is somewhat hard to interact with. (You can resize and move it if you hit its top and right-click to get the kwin context menu, or left-click drag to move it, and I can't find it anymore...) This also explains why this seems to affect Fedora (and derivatives) - it ships XWayland Video Bridge by default. Closing it from the system tray popup should fix it, but that's a workaround, not a solution. (If you don't need it, you can also not autostart it) In any case, I doubt there's anything on the desktop icon side we can do about that, as we don't see the mouse at all if it's over the invisible window - only the invisible window does, like any other window.
