When using per screen virtual desktops, maximizing using snapping doesn't work
if attempting to snap with the smaller part of the window on the screen.

STEPS TO REPRODUCE
1. have  2 screens, enable per screen virtual desktops
2.  Have different desktops active on each screen
3.  drag a window (using alt + click & drag) from one screen to the other
4 . use the screen edge snapping feature to maximize the window on the screen,
be mindful to attempt to snap on the screen where the smaller part of the
window is. 

OBSERVED RESULT
The window will not be maximized per what the snapping UI shows.

EXPECTED RESULT
Widnow maximized on screen where snapping ui showed it would be
