There is already such a feature, but it's universal rather than per-app. In the
Task Manager settings, go to the Behavior page and then un-check "When panel is
hidden, un-hide when a window wants attention".

Beyond that, if there are specific apps that do this in an annoying way, that's
basically a bug or UX issue in the app. I know Telegram specifically does this
by default, but many people considered it so annoying that they added a
configuration option to not do it anymore.

In the case of Audacity, the behavior seems pretty clearly to be a bug; a
tooltip shouldn't cause the window to demand attention! That's just silly. I
would recommend reporting it to the Audacity folks.
